On Friday (29 August), the Export Control Joint Unit (ECJU) advised exporters they will no longer be required to complete an “additional possible ultimate end-user screen” for stockist applications.
The decision to introduce as additional end-user screen was announced last month (15 August) but has been reversed.
Decision reversed
In a Notice to Exporters the unit writes that it has “reversed the change implemented and the ‘Details of Possible Ultimate End-Users’ screen has been withdrawn until further notice”.
It adds that all stockist applications submitted via the Licensing for International Trade and Enterprise (LITE) system should include “the product(s) having an ultimate end user(s) involved in the proposed export”.
Additionally, every possible ultimate end-user destination should be recorded as a separate ultimate end-user entry.
Unknown end users
If the exporter doesn’t know who the ultimate end user is, “the ultimate end user’s name should be recorded as ‘Unknown’, with the relevant destination added to the address field/country”.
The ECJU writes that updates on stockist applications with an unknown ultimate end user will be shared once available.
